Who do you report freon leaks to?
I rent a property that has a negligent landlord. Amongst many other issues he neglects (sewage odor coming from the bathroom in my bedroom and a leaking toilet where it connects to the floor, mold that covers all the walls/beams/insulation in the basement, outlets hanging out of the walls which short out the entire lighting system on the second floor if you try to put them back into the wall, etc.) the central air unit has been leaking freon for 3 years. My landlord's fix to this problem is to just keep refilling the freon. Not only does this run my electric bill up because the unit isn't running at full capacity, but I also know it is illegal to allow freon to leak into the atmosphere. My question is, who exactly do I report this freon leak to?
The smell and leak from your toilet is from a failed wax seal that runs about 3 or 4 bucks at a home center.
The leak of freon from the central air is not going to get any attention from any agency unless you can document that it was not R134A, and even then you need proof of what he did put in. I suspect he put in R134a without changing some seals and R134A by it's nature tends to leak through some elstomers used for seals in some parts of the system.
Your best bet is to contact the local unit of government that issued the "certificate of rental" or your local unit of government's building inspections and the fire department's fire inspections people.
Be prepared to move though because the likelyhood of them declaring the house unihabitable are quite high. They cannot in some instances inspect until there is a complaint.
Why you did not move out because of this is curious, but needs no answer. If it is because it is all you can get maybe work some deal with the landlord for you to bring in the people to do the work and take that cost off the rent. In some states an agreement is not needed- so check what your state law is. Document conditions before you start, and keep documents of any of these things that have been previously presented to the landlord in writing.
You might also look into whether or not there is a "tennants union" in your area, they can help with this too.
