Is it better to get my cat a collar or a tattoo/tracing device?
Do they put the cat to sleep before they put the phone number in? What happens if we change our phone? Is it safe to get one of those tracking things put in her-or potentially fatal? Will a collar irritate her?

it would be a good idea to get both. if the cat gets out, she can get out of her collar and then there will be no way to get her home.
as for the chip - it doesn't have your information on it. it has an ID code. the code is linked to your information in the database of the company that made the chip. so if you move, change numbers, etc, you just call the company and they update the info. if your cat gets lost, as long as she is picked up by animal control or brought to a shelter, they can scan for the chip ID number, call the company, and get her home. this information is not shared with the government or any other organization, and nobody can get access to your info but you or a legitimate shelter. the company has security questions to make sure they are talking to the cat's owner, or to a shelter or animal control trying to get your cat back home.
you don't need to put the cat to sleep to get her chipped. the chip is about the size of a grain of white rice. it goes in under the skin on a needle a bit bigger than a rabies or vaccination needle. so it will feel to your cat like she is getting a shot. which she won't like, but then again who likes shots? i don't. still, the fact that she won't like the split second poke of the needle is no reason to not chip her.
the chip is slipped under the skin between the shoulder blades. in the 20 odd years that chips have been around, there are no reports of cancer or other such illnesses. there have been reports of irritation at the site of the shot; the irritation is usually minor and fades in a day or two. like if your cat got a bad scratch. i have heard urban myths about people who say their friend or neighbor's cat "got sick" from a chip, but i can't find any documented cases in vet records that a vet has actually treated an animal for anything more severe than temporary skin irritation.
i work in the animal welfare sector; cats with chips go home. cats without chips just don't have as much chance to go home.
please consider chipping your cat. there are a couple of companies that make chips; call your local shelters and ask your vet which company is more common in your area. bigger shelters and animal controls have hand held scanners that pick up all chip ID codes. not all of the smaller shelters have these scanners. so it is important to ask your vet and local shelters/animal control which chip is more common in your area.
