The Furminator is an excellent tool, and worth every penny you may spend on it. I suggest buying one and using it on him regularly. I'd continue with the Petromalt or another product like it (maybe that brand doesn't work as well as others for your cat). There are also shampoos designed to reduce shedding that may help. You could also try buying the special "cat grass" products that you grow right in your house.
Another possibility is that your cat has a blockage of some sort preventing him from coughing things up. If nothing else works, I'd see a vet, or at least call to get their opinion.
