What is the best litter pan system or idea for multiple cats?
I have two of the basic low rise plain litter pans and my cats throw litter around like they are playing hockey. Its just everywhere. I have a large house so there is one on each end. I am thinking of taking a large storage bin with a lid and cutting a circle hole in the top so they can jump in and jump out. What other ideas are there? I need some great ideas that are not that expensive.

I have three cats if that helps!
My Mom uses those plastic rubber made like storage container. The sides are around 10" high, and the cats jump in and out no problem. I wouldn't worry about cutting holes in anything, just leave the top off.
I would also invest in one covered litter box. Your cats might like it, or hate, but if they like it, you have something that works, and has should effectively contain the litter.
I use regular litter boxes and sweep regularly.
