I have had many cats and almost all of them do that same thing. Your cat is the type that loves to be picked up and cuddled with! That means she needs lots of love and attention. The reason she wags her tail is because she's excited and/or happy. The reason she purrs a when you pet or hold her is because she is very affectionate and enjoys the company. She sounds like a wonderful cat.
